CONTRACTOR TAKES LEAD IN RECRUITMENT AND IMAGE ENHANCEMENT INITIATIVES

BATON ROUGE, LA   – –  <Article published in Construction Education Newsline Magazine, Summer 2008, Volume 12 #3>  Industrial Specialty Contractors (ISC) LLC, Baton Rouge, La., has agreed to contribute funds for workforce development and recruitment initiatives by signing a National Training Service Agreement (NTSA) with NCCER.  ISC is the first company to contribute an extra cent towards the recruitment and image enhancement fund for the industry.

ISC, one of the nation’s top industrial instrumentation and electrical contractors, will voluntarily contribute a total of 16 cents per craft-labor hour into a workforce development training fund.  Thirteen cents of the contribution will be placed into a secure interest-bearing corporate training account managed by NCCER to provide independent third-party verification that funds address the company’s training initiatives.  Two cents will be contributed to NCCER for the development of new training curricula and assessments, program revisions, and to support workforce development services for the industry.  The remaining one cent of the contribution will be added to a separate account for restricted use towards industry recruitment and image enhancement initiatives, such as NCCER’s Build Your Future campaign.

ISC President Jerry Rispone said training is very important to his organization and in order to provide each of their employees a structured, documented career path, it was only logical to consolidate all of the company’s training under the NTSA.

“NCCER brings a higher level of credibility to our employees and the industry,” said Rispone.  “Signing the NTSA allows us to demonstrate a training commitment to our employees, our customers, and the industry.”

The Construction Users Roundtable has also endorsed this cents-per-hour language for owner-supported craft training.

“With nearly 2 million workers need over the next seven years, our ability to fund a industry-wide recruitment and image campaign is essential to broadening the availability of training while supporting the long-term growth of the industry,” said NCCER President Don Whyte.
The NTSA is cents-per-hour funding mechanism to job-cost payment of craft training programs where contractors are able to consistently set aside funds for training and workforce development efforts.
