Ten new buildings and structures were constructed, including the
catalyst structure, teal shelter, extruder building with MCC room,
loadout building, hopper-car wash building, hopper-car heel recovery
storage building, additive warehouse/blending building, electrical
substation, remote instrument enclosure and control building.
CAT set a safety record while completing this
1.12-million-man-hour project safely, on schedule and under budget.
In addition, the team provided substantial employment opportunities
for area residents by performing approximately 75% of the work on a
direct-hire basis and by managing remaining work using local Merit
Shop contractors.
When the project was finished, the team had installed more than
75 miles of wire and cable, and more than 17 miles of piping.
Construction required enough concrete to pave five miles of city
streets, and enough paint to put two coats on more than 100 average
homes.

Although KBR was responsible for overall contract management, all
four Construction Alliance Team members filled key positions on the
site management team. A special CAT executive management team of
company leaders also met regularly, and this helped ensure
commitment from top management.
The CAT Team assembled the labor force from its core construction
general foremen, foremen and craft following in the Baton Rouge
area. Much of the labor force therefore had prior Alliance Team
experience, and most of the craft labor had been trained in the
Pelican Chapter Merit Shop training center.
Merit Shop subcontractors were used wherever possible to obtain
cost or scheduling advantages. The most significant subcontracts
were for the control building, building siding, railroad work and
drilled shafts.
KBR field-purchased materials not provided by engineering and
procurement, and local construction materials suppliers were used at
every opportunity. ISC purchased all electrical and instrument bulk
materials using the same approach.
To eliminate duplication of effort and reduce costs, support
services and facilities such as scaffolding, water distribution,
trash removal, warehousing/laydown areas, sanitary facilities and
temporary electrical were shared by CAT members.
Extruder unit nearing completion
Thanks to exceptional planning, attention to detail and
extraordinary teamwork, the ExxonMobil BRPO Polypropylene Project
was completed on budget, ahead of schedule, and with record-breaking
safety performance.
