In addition to the pole-line installation, ISC upgraded ten
transformers that supplied power to a third of Motiva’s operating
facilities, replacing and completely rewiring numerous associated
feeders and controls. ISC also rewired Motiva’s substations and
installed all associated switchgear, relays and controls.
The new substations rely on fiber optics to communicate control
signals, alarms and trips, and this system was also ISC’s
responsibility. A total of five miles of fiber optic cable was
installed.
As required by Motiva, all construction and testing was completed
prior to a plant-wide turnaround in February of 2001, so that all
major power distribution cut-overs could take place during the
scheduled turnaround, minimizing disruptions in plant operations.
After the plant resumed operations, eleven additional substations
and switch racks were rewired and cut over, a process that required
careful planning and coordination between construction, engineering
and plant personnel.
An average of 26 ISC associates worked at Motiva’s Convent
refinery during the 10-month life of the project. In addition to the
pole-line system, they installed more than 15,000 feet of conduit
and 45,000 feet of wiring, as well as 2,000 feet of underground duct
banks.
When the work was complete in April of 2001, ISC had invested a
total of 37,000 direct-labor manhours without a lost-time injury or
significant safety incident of any kind, completing the job on time
and within budget.
