Motiva Enterprises is one of the largest distributors of fuels in the Gulf Coast Region. Motiva Port Arthur Refining Complex operates a 40,000 barrel per day making it one of the largest base oil manufacturing plants in the world. As a demonstration of their continued commitment to the environment, Motiva Port Arthur’s Crude Expansion Project (CEP) was undertaken to further reduce both current waste and emissions.

As with all crude products, fire is a major hazard, even with state-of-the-art equipment and can have an impact on environmental commitments and responsibilities. The owner, Motiva, and designer, Bechtel/Jacobs Joint Venture (JV), turned to Advantage Fire Protection Company, a Texas-based leading national provider of fire detection and prevention services for this aspect of the project.

Advantage was tasked with engineering, procuring, and constructing (EPC) a very complex and technologically advanced system that would meet the demands of Motiva’s strict safety and environmental requirements. Due to the immensely large scale of the project, the fire detection leader turned to ISC to compliment their engineering capabilities with the necessary construction experience. ISC was awarded a contract to install fire detection systems in 16 areas and units.

ISC completed the FDS project in a compacted timeframe of 11 months, three months less than originally planned. This was accomplished by developing innovative cable installation techniques, which created substantial savings for the owner.
