About the Project
In 2018, ExxonMobil announced the $2 billion BLADE Project, adding a third crude unit to increase the processing capacity of its Beaumont refinery by 65%. This would be the largest refinery expansion in ten years in the United States and would make the Beaumont facility ExxonMobil’s largest refinery in the world. ISC was awarded a hybrid time and materials contract for the on-site electrical and instrumentation portion of the project subcontracted under Performance Contractors.
TEMPORARY CONSTRUCTION POWER
As the modules with the Electrical Equipment Rooms (EERs) and Remote Instrument Enclosures (RIEs) were set in place with control system computers and electrical switchgear, the need arose to provide power to preserve that equipment. ISC developed a plan to utilize the permanent underground raceways and feeder cables to accomplish this task that would ultimately provide temporary power throughout the unit for all construction needs.
PRESERVATION OF EQUIPMENT
Along with the temporary power, ISC personnel worked with the mechanical preservation crew on a daily, weekly, and monthly basis to supply power to electrical equipment to keep them in working order at the site and at the five offsite storage areas. These preservation activities ensured that equipment would function once ready for service.
SUBCONTRACT MANAGEMENT
ISC was required, in most cases, to source a third-party firm to complete some of the specialized work activities including installation and commissioning of vendor-supplied equipment, battery testing and commissioning, and heat trace installation and commissioning.
